Joel E. Brown is the founder and sole attorney at Joel E. Brown, P.C., a personal injury law practice located at 416 Main Street, Suite 1300, in downtown Peoria, Illinois.
Joel has represented injured people and their families in the Peoria County and Tazewell County courthouses since 1992, handling claims involving car accidents, trucking collisions, railroad accidents, wrongful death, catastrophic injuries, and premises liability throughout central Illinois. He is licensed to practice law in both Illinois and Missouri.
Joel E. Brown, P.C. is a solo practice, which means Joel personally handles the cases the firm accepts. There is no associate attorney and no case manager between you and the attorney responsible for your claim. Joel’s practice has operated with that direct-access model for over three decades.
Joel describes his philosophy in straightforward terms:
“I can’t do anything about what happened yesterday, but I can affect your tomorrow.” His stated goal on every case is to maximize the client’s recovery most efficiently the facts and the law allow.
Joel’s approach to a personal injury case begins with a face-to-face meeting. In cases that meet the firm’s intake criteria, that meeting typically happens within one business day of the initial call.
Joel reviews the facts, provides a candid assessment, and explains whether the case is one he is prepared to take on.
Joel charges a flat contingency fee with no escalator. The percentage stays the same whether the case resolves through a negotiated settlement or proceeds to trial.
Some personal injury attorneys increase their fee percentage after filing suit or setting a trial date. Joel’s fee structure does not change at any stage. He discusses all fee terms and anticipated case expenses during the initial consultation.
On serious injury and death cases where the facts support it, Joel may file suit early in the process.
Filing a lawsuit opens access to formal discovery tools, including subpoenas, depositions, and document requests, that a pre-suit demand letter does not provide. It also places the case on a court calendar with firm deadlines.
Not every case requires litigation, and Joel evaluates the best approach based on the individual facts of each matter. Some claims resolve through negotiation without a lawsuit.
But Joel prepares cases with the expectation that the insurance company’s response often reflects how ready the attorney appears to take the case to trial if necessary.
Joel publishes verified case results from matters he personally handled in the Peoria-area courts where he practices. Recent published outcomes include recoveries of $3 million and $750,000 in personal injury cases.

Joel earned his Juris Doctor from Saint Louis University School of Law in 1992. He completed his undergraduate degree at Washington University in St. Louis in 1987, with a major in Earth and Planetary Sciences.
